UK Licence for the Community: What Hauliers Must Carry in the EU
Check eligibility, certified copies, vehicle carriage rules, validity and lost-document action before international hire-or-reward work.
A standard international operator’s licence does not remove the need to carry the correct international document in the vehicle. For hire-or-reward journeys in or through the EU, Liechtenstein and Switzerland, GOV.UK says operators need a UK Licence for the Community.
It is one part of the document pack. Permits, CMR, customs references, driver documents and country-specific rules still need separate checks.
Eligibility and scope
The operator must hold a standard international goods vehicle operator licence for Great Britain or the corresponding Northern Ireland licence. The UK Licence for the Community supports journeys in the covered countries and limited cabotage or cross-trade within the rules.
It does not automatically cover every non-EU destination. Norway, for example, requires a different permit route according to current GOV.UK guidance. Check every transit and destination country.
Office copy and certified copies
The licence includes an office copy, which must be kept at the main office for inspection, and certified copies for vehicles. Certified copies are not specific to one vehicle, but only copies issued to that operator can be used; they cannot be transferred to another company.
Create a controlled register of copy number, issue/expiry, location, person issued to and return date. Do not use a photocopy as though it were a certified copy.
What the driver must carry
GOV.UK says a certified copy must be carried in the vehicle while transporting goods in or through covered countries, including when another permit is also used. The driver must show it to an enforcement officer when asked.
Include it in the pre-departure wallet check with:
- driving licence, Driver CPC and passport;
- vehicle and trailer documents;
- CMR note;
- customs and transit references;
- permits for route countries;
- insurance and specialist-load documents;
- posting declaration where applicable.
The exact list depends on the operation.
Validity and continuation
Official guidance says the UK Licences for the Community are valid until the five-year renewal/continuation date of the operator licence. Connect the international-document register to the O-licence continuation plan.
After continuation or a document reissue, withdraw superseded copies and distribute current ones before the next journey. A valid office copy does not help a driver stopped abroad if the cab contains an expired certified copy.
Lost, damaged or stolen copies
Notify DVSA using the current official contact route. Record the document number, vehicle or driver, circumstances and report time. Do not continue a covered journey on the assumption that a scan will be accepted.
If the operator surrenders its O-licence, GOV.UK requires the office and certified copies to be returned.
Digital job checklist
Use the planned route to generate a document checklist and prevent dispatch until required originals or certified copies are confirmed. A driver acknowledgement can show the check occurred, but the office should sample the actual wallet.
