Preventing HGV Overloading: Gross, Train and Axle-Weight Checks
An HGV can be under gross weight and still overload one axle. Build gross, train and axle checks into quoting, loading, dispatch and multi-drop work.
A vehicle can be below its gross limit and still be overloaded on one axle. A combination can also satisfy tractor gross weight while exceeding gross train weight or a trailer axle limit. The only reliable dispatch decision checks every applicable plated limit and how the load is distributed.
Gross, train and axle weights
- Gross vehicle weight is the maximum permitted weight of the vehicle and everything it carries.
- Gross train weight is the maximum for the towing vehicle, trailer and their loads as a combination.
- Axle weight is the maximum load borne by an individual axle or axle group.
Each can create a separate overloading offence. Use the Department for Transport plate limits where both manufacturer and ministry plates are present in Great Britain, following current official guidance.
Include everything in the real weight
The calculation includes more than goods:
- tractor and trailer;
- driver and passengers;
- fuel and fluids;
- pallets, stillages and packaging;
- straps, chains, sheets and dunnage;
- tail lift, crane or mounted equipment;
- toolboxes and spare equipment;
- residue or material left in body or tank.
Payload figures from a sales brochure may assume a particular specification. Establish the actual unladen/tare position for the working vehicle and equipment.
Do not rely blindly on customer paperwork
GOV.UK warns operators not to automatically trust declared weights, invoices or delivery notes. Ask how weight was established and what packaging is included. Where accuracy matters, obtain calibrated weighing evidence.
The order process should capture:
- commodity and density where relevant;
- unit count and individual weights;
- pallets/packaging;
- loading sequence and position;
- planned collections and drops;
- any customer tolerance or uncertainty.
If the load differs at collection, the driver needs authority to stop and contact the office.
Plan distribution before loading
Legal total weight does not guarantee legal axle distribution. Position depends on load centre of gravity, fifth-wheel position, wheelbase, body design and axle configuration.
Use vehicle-specific load-distribution information or competent calculation. Heavy items concentrated at the headboard can overload the drive axle; too much rearward may overload trailer axles or reduce tractor-axle loading and stability.
Lift or tag axles must be used correctly. Do not lift an axle simply to reduce tyre wear when the remaining axles would exceed their limits.
Multi-drop and diminishing loads
Removing goods changes distribution. GOV.UK load-security guidance warns that a diminishing load can overload an axle even though total weight falls.
Example: a trailer begins with heavy pallets distributed across the deck. The first delivery removes rear pallets, leaving weight concentrated forward. Gross weight is lower, but the tractor drive axle may now carry more than permitted.
Plan the delivery sequence and re-distribution. Tell drivers when goods must be moved and resecured after a drop. If the customer controls unloading, the driver still needs a way to verify the resulting condition before departure.
Weighbridge process
Where uncertainty exists:
- Use a suitable public, fixed or portable weighing system.
- Obtain individual axle as well as gross results where possible.
- Record vehicle/trailer identity, date, time and load condition.
- Compare with the correct plates.
- If overloaded, do not continue the delivery.
- Move only as official rules permit to remove or redistribute load.
- Reweigh and retain the compliant result.
GOV.UK says a vehicle may drive to the nearest available weighbridge to check and then to a place where excess can be removed if it is overloaded. Apply the current rule carefully; it is not permission to begin a known overloaded commercial journey.

Keep the weight plan with the job. If the combination changes, recalculate.
Roadside response
DVSA, police or trading standards may weigh vehicles. Follow directions and remain professional. Preserve the weight record, prohibition or notice and job documents. Do not move until permitted and made compliant.
Investigate cause: incorrect declaration, calculation, loading, equipment, vehicle substitution or multi-drop change. Correct the system, not just today’s load.
Secure and legal are separate tests
