HGV Reversing Risk: What Hauliers and Delivery Sites Should Control
Reversing controls are shared across haulier and site. Use the eliminate–segregate–control hierarchy and a driver stop-and-call process.
Nearly a quarter of workplace-transport deaths involve reversing, according to HSE. Cameras, alarms and a skilled driver are useful, but they sit below a more important question: can the site remove or reduce the reversing movement in the first place?
Hauliers control vehicles, drivers and planning. Delivery sites control layout, pedestrians and local rules. Safe work depends on both.
Start by eliminating reversing
Design or select:
- drive-through loading and unloading positions;
- one-way traffic systems;
- turning circles;
- routes that avoid reversing across pedestrian areas;
- parking that allows forward departure;
- booking sequences that prevent vehicles blocking each other.
At a customer site, the haulier may not control infrastructure, but can ask for layout information and challenge a booking that requires an unsafe manoeuvre.
Reduce the number and distance of movements
Where reversing is unavoidable, shorten and standardise it. Mark a clear reversing area with enough space for the vehicle, exclude unnecessary people and avoid blind approaches around buildings or stacked goods.
The route should have firm, level ground, suitable lighting and no unprotected edges or overhead hazards. Wheel stops or barriers may help where vehicles reverse towards structures or edges, but must suit the vehicle and not create a new hazard.
Keep pedestrians away
Physical segregation is stronger than telling people to “watch out”. Use barriers, separate doors, marked walkways and controlled crossing points. Restrict access during manoeuvres and ensure visiting drivers know where to report without walking through vehicle routes.
Drivers should not be asked to reverse while pedestrians unload, open doors or stand behind the vehicle. Stop the vehicle if anyone enters the danger area.
Use a trained signaller where needed
A signaller or banksman should be trained, authorised and visible to the driver. Agree signals before movement and maintain one clear communication method.
The signaller should stand in a safe location, never directly behind the vehicle or between it and a fixed object. If the driver loses sight or communication, the driver stops. A banksman does not make a poorly designed area safe and should not be used merely to compensate for uncontrolled pedestrians.
Technology supports, not replaces, the system
Mirrors, cameras, proximity sensors, radar and audible warnings can improve awareness. Check that they are appropriate, maintained, clean and understood.
Limitations matter:
- cameras can have blind areas or poor visibility in weather;
- alarms become ineffective if ambient noise masks them;
- sensors may not detect every person or object;
- familiarity can lead pedestrians to ignore warnings;
- equipment can be damaged between inspections.
Include reversing aids in walkaround and defect processes. A failed camera may require a changed method, not an instruction to continue as usual.
Brief visiting drivers before arrival
HSE says visiting drivers need information about layout, route and procedures. Send:
- site address and correct gate;
- approach restrictions;
- booking/contact process;
- speed limit and one-way route;
- waiting and parking place;
- reversing or bay arrangement;
- pedestrian exclusions;
- PPE and loading responsibilities;
- hazard and stop-work contact.
Check that instructions match reality. An old diagram can be more dangerous than no diagram if roadworks or storage changes the manoeuvre.
A driver stop-and-call protocol
Drivers should stop and contact the office or site when:
- the planned bay is blocked or layout differs;
- pedestrians cannot be excluded;
- no agreed signaller is available where one is needed;
- lighting or ground condition is unsafe;
- reversing aids are defective and the alternative is not controlled;
- doors, load or equipment require the driver to enter a danger area;
- site staff give conflicting signals;
- pressure is applied to make a blind manoeuvre.
The response must give drivers a safe choice. “Do your best” is not a control.
Shared responsibilities at loading and delivery
The site should provide safe traffic arrangements and co-operate with the visiting driver’s employer. The haulier should provide a suitable vehicle, competent driver, accurate job information and a way to report changed conditions.
Agree who opens doors, moves curtains, operates dock locks, controls pedestrians and authorises departure. Reversing and loading risks overlap but should not be collapsed into one vague site checklist.
Investigate near misses
Record location, vehicle, movement, people, visibility, layout, instructions, technology and immediate action. Ask why the person or object entered the path and why the system did not prevent it.

Digital dispatch and driver tools can deliver current instructions and record exceptions. They cannot compensate for a site that leaves people in the reversing zone.

- Using an untrained banksman.
- Allowing several people to signal.
- Standing the signaller behind the vehicle.
- Sending drivers an out-of-date site plan.
- Treating audible alarms as pedestrian segregation.
- Penalising drivers for stopping.
- Failing to tell the customer about a near miss.
Frequently asked questions
Is a banksman required for every HGV reverse? No. The need follows the risk assessment. Elimination, layout and segregation come first.
