An external transport manager needs clear company separation, evidence of involvement and proportionate oversight without shared logins or mixed records.

Compliance software for an external transport manager should make involvement visible without mixing operators. Access to a dashboard does not prove continuous and effective management, but a poor system can make genuine oversight difficult to evidence.

The starting point is strict company separation.

Keep each operator distinct

Drivers, vehicles, trailers, defects, documents and actions must be scoped to the correct legal operator. The active company should be obvious on every operational screen.

Avoid shared accounts or exports containing another client's data. Company switching must not process queued work under the wrong context.

Evidence involvement

The system should show reviews, comments, approvals, corrective actions and attendance where those activities form part of management. A generic “last login” is weak evidence because it does not show what was examined or decided.

Record owners and deadlines for actions. Preserve the history when an issue is closed.

Support proportionate review

Useful views include missed checks, open defects, overdue maintenance, licence-check status, expiring documents, VOR assets, inspection outcomes and recurring issues. The manager should be able to sample source records, not only summary counts.

Define what the external manager, operator director, planner, administrator and driver can see and change. Sensitive driver and commercial information should not be exposed simply because somebody needs maintenance access.

When an appointment ends, revoke access while retaining the operator's evidence and audit history.

Keep a service record outside login activity

Record scheduled visits, meetings, sampled records, recommendations and operator responses. Link each action to evidence and outcome. The purpose is not to manufacture activity but to preserve a truthful account of work performed. A concise service record helps both operator and manager identify gaps between agreed involvement and actual control.

Keep routine observations separate from formal disciplinary or legal advice, with permissions suited to each record.

Review access periodically and remove accounts that no longer support the appointment.

Test exports and absence cover

Retrieve a complete evidence pack for one operator without including another. Then test delegated cover during absence. The operator still needs sufficient access and control if the external manager is unavailable.

Respect appointment limits

Software cannot make an unrealistic appointment acceptable. Traffic Commissioner guidance considers time, travel, fleet size, number of licences and the ability to exercise effective management. Use the system to support real work, not to simulate it.
